As the public housing units are owned by the Hong Kong Housing Authority, is there anything you need to beware of when decorating? How much does public housing decoration cost? This article will answer some frequently asked questions (FAQs) about public housing decoration first, an overview of 300 to 400 sq. ft. public housing decoration costs will then be shared as a reference.

FAQ 1: Any designated decoration contractors?

FAQ 1: Any designated decoration contractors?

The Hong Kong Housing Authority has established a "Reference List of Decoration Contractors", which lists out decoration contractors reviewed by the Housing Authority and satisfied the below qualifications:

Residents can obtain contact information of "decoration contractors" in their respective estate offices first. They can compare the decoration costs offered by different contractors and choose the one that suits their needs and budget.

Residents can also appoint decoration contractors who are not on the reference list. The decoration styles may have more diversity. However, the more complex the project is, the more expensive the decoration costs. These contractors may also be unfamiliar with the regulations of public housing decoration. Therefore, it is recommended that the residents should read through the guidelines for public housing decoration first and make decision based on own needs and budget.

FAQ 2: Can residents decorate the public housing unit by themselves?

Residents can carry out the decoration works by relatives, friends or themselves. Before starting decoration work, they need to fill out the "Application for Self Decoration" form that specifies the locations and details of construction works. Once approved, residents can retrieve the approved original copy of the application form and display it in a prominent position of the unit. Meanwhile, residents will also receive a decoration worker permit. The appointed decoration workers are required to wear the permit within the housing estate. During construction period, residents should also be aware of whether the works violate the regulations of the Housing Authority, including the parts that cannot be altered and the designated construction time.

FAQ 3: What are the fixtures that cannot be altered?

FAQ 3: What are the fixtures that cannot be altered?

Since public housing units are owned by the Housing Authority, residents must strictly follow the regulations set by the Housing Authority. The fixtures provided in public housing units are classified into three categories, namely Categories A, B and C:

Category A Alteration is not permitted, such as wall enclosing kitchen/toilet/bathroom, main door, kitchen door, and acoustic window, etc.
Category B Alteration is permitted with prior written application to Housing Department. Alterable items include cooking bench, window grills, and kitchen wall tiles, etc.
Category C Can be altered by residents themselves without the approval from the Housing Department. Alterable items include interior paints, etc.

The above examples are for reference only. The Housing Authority may update the "Categorization of Landlord's Fixtures" from time to time. Please refer to the latest version provided by the Housing Authority.

The Housing Authority may conduct inspections irregularly. If any unauthorized alterations are found during the decoration period, an enforcement notice may be issued. Residents should complete the reinstatement works within 60 days after receipt of the enforcement notice, or the residents will be ordered to vacate the housing unit. Additionally, they are required to pay administrative fees to the Housing Authority for cleaning and restoration purposes.
